Under the guidance of Shanghai Municipal Commission of Economy and Informatization and Shanghai Municipal Commission of Commerce, and sponsored by CNLive.com, Shanghai IT Service Outsourcing Development Center and China Recommendation, Belt and Road Forum for ICT Industry International Cooperation 2019 will be held at Marriott Shanghai Parkview on November 12, 2019.

During the six-year rapid development of the Belt and Road, the ICT industry has become a major approach for China to integrate into the middle and high end of the Belt and Road value chain. As an intangible link interconnecting the Belt and Road, the Digital Silk Road is attracting attention by more and more countries; the digital economy is adding a new momentum to the Belt and Road.

It is reported that the Forum, with the theme of ICT Belt and Road Cooperation, Shaping a Brighter Shared Future for Industry, will fully combine the construction of the Belt and Road with the integration of Yangtze River Delta and Shanghai Pilot Free Trade Zone Lingang Special Area, drive strategic implementation of relevant efforts, and invite numerous provincial and municipal governments, renowned domestic and overseas experts and scholars, industry and business leaders to discuss new cooperation models of international market, jointly promote the development of the Belt and Road industries, and explore new growth momentums and development paths based on the Belt and Road. Here are seven highlights at a glance:

Highlight 1: Authoritative deep analysis to third-party market cooperation

The concept of third-party market cooperation, firstly proposed by China and France in June 2015, is a new international cooperation model initiated by China, which effectively links the leading production capacity of China, the advanced technologies of developed countries and the development needs of developing countries to achieve an effect of 1+1+1>3. In May 2018, the leaders of Chinese and Japanese governments reached an important consensus on jointly launching third-party cooperation and developing third-party markets. At the 1st China-Japan Third-Party Market Cooperation Forum held later, both governments explicitly declared that other than engaging in vicious competition in third-party markets, the Chinese and Japanese governments would further leverage complementary advantages and expand the cooperation space to achieve all-win in third-party markets.

In March 2019, representatives of more than 60 major enterprises and financial institutions in China and Italy attended the 1st China-Italy Third-Party Market Cooperation Forum held in Rome, and discussed topics on implementing third-party market cooperation programs and jointly building the Belt and Road.

Since 2015, China has announced joint statements or signed memorandums of understanding on third-party market cooperation with European countries including France, Italy, Spain, Belgium and the Netherlands. Globally speaking, the third-party market cooperation will facilitate efficient distribution of global resources, reshape the global division system, eliminate development and governance deficits, thus will be of great significance for an open world economy.

At the Forum, government leaders, speakers, renown scholars, industry and business leaders will talk about the Belt and Road third-party market cooperation and strategies, make authoritative and deep analysis to the background and current situation of third-party market cooperation, and discuss the rules of international market and third-party cooperation mechanism surrounding Yangtze River Delta and the multi-party industrial and economic cooperation model to promote high-quality development of the Belt and Road ICT industry cooperation.

Highlight 2: International standards and applications of Media of Things (MoT)

During more-than-one-year development, China Media of Things jointly initiated by China Intercontinental Communication Center (CICC), CNLive.com and HRTV in 2018, has been widely recognized by different stakeholders. Featured in everything talks and based on the spirit of telling the story of China and communicating the voice of China, the international MoT platform is committed to implementing international culture exchange, enhancing international communication capabilities and the construction of external discourse system, and actively bringing Chinese culture to the world.

As a new media based on the Internet, the international MoT platform can load matching information on any thing, reach any place at any time, and pass the information to any group of people, so that the information can reach the eyes, brains and hearts of users. It turns the thing into a communication tool, through which scanning the thing is equivalent to reading the newspaper, listening to the radio, watching the TV and browsing the Internet. Such type of communication greatly improves the function of communication. At the Forum, Qiao Xiuquan, Deputy Director of Network Service Center, State Key Laboratory of Networking and Switching Technology, Beijing University of Posts and Telecommunications, will deliver a speech on the international standards and applications of Media of Things, which means that the Media of Things will enter a more standardized and orderly development stage.

Highlight 3: Coexisted opportunities and challenges on the Digital Silk Road

A new generation of information technology represented by big data and artificial intelligence is developing vigorously, and the digital economy has become a new engine for global economic growth. With respect to the rich market opportunities brought by the Digital Silk Road, domestic, overseas and Shanghai local scholars will brainstorm and share their views.

Dr. Shang Qingchen from China Service Outsourcing Center believes that after 20 years of development, China’s ICT industry is increasingly developed in size and strength, with a global industrial scale only second to USA and Japan. Only by promoting global cooperation on construction of the Digital Silk Road can we share the revolutionary dividends of digital transformation. Andrew Forrest, CEO of FIC, who will also deliver a speech, believes that it is not only an opportunity but also a challenge for countries along the Silk Road to enhance interconnection of digital information, develop cross-border e-commerce, build an online information platform and promote pragmatic cooperation in the ICT field. We can build a smooth information channel for the Belt of Road only through driving the flows of technology, capital, talent and resource with the flow of information and eliminating the barrier of information asymmetry.

Highlight 4: ‘China Welcomes You’ program attracts wide attention

With the in-depth promotion of the Belt and Road initiative, the Chinese enterprises going global have attracted extensive attention across the world. Whether from the quality or the quantity, the overseas investments of Chinese enterprises are currently still under the primary stage of development. However, what come next will be great opportunities and challenges.

It is reported that the China welcomes you local recommendation program will be one of the most eye-catching highlights at the Forum. Every speaker will have 90 seconds to recommend key local programs face-to-face for the leaders, government officials and other guests across the world. It will intensively showcase excellent programs, industries and technologies at home and abroad, and enable the guests to know the situations of different countries and regions along the Belt and Road visually without actually going there. The secretaries of key cities and counties along the Belt and Road as well as the consuls or representatives of countries including France, Russia, Japan, Singapore, Thailand, Hungary and Iran will participate in the discussion. Through the innovate large-scale publicity model, the creative communication platform interconnecting the countries and cities along the Belt and Road will definitely be a new model for regional business interactions.

Highlight 5: Round Table: a new trend of multi-industry integration

The integrated industrial development is a major focus of the Belt and Road initiative, while the comprehensive interconnection is an important guarantee for integrated industrial development. Leaders from the core sectors of Digital Silk Road such as 5G, AI, big data, IoT and cloud computing will discuss the new trends, new markets, new rules, new products and new resources of the Belt and Road through Round Table to jointly build a new momentum for the development of Digital Silk Road and share a new platform of cross-domain cooperation.

Nowadays, AI, big data, cloud computing and IoT have been empowering the key sectors such as transportation, new energy, healthcare and high-end manufacturing. The multi-industry integration has gradually become a new trend, and digital economic cooperation has also achieved outstanding results in promoting the cross-domain integrated development, establishing emerging industrial clusters and creating new momentums of economy.

Highlight 6: Industrial leaders help solve pain points of enterprises

Under the Belt and Road international cooperation, investors will inevitably encounter problems of inadequate laws, policies and resources on for example legal affairs, intellectual property rights, human resources and cross-border e-commerce. Due to lack of effective support, all stakeholders will face unprecedented challenges.

It is reported that key supporting agencies from the sectors including international telecommunication, intellectual property, law, finance, HR, credit, culture, marketing, technology and infrastructure will be invited to discuss the pain points and difficulties of the Belt and Road, share the secrets of success, solve key problems of enterprises in the development with one stroke, and assist the go-global enterprises to settle legal, political, economic and cultural conflicts in different regions under the background of the Belt and Road.
